I have one radiator downstairs that is not working, all the rest work fine. I have tried turning off all other radiators to see if that will kick start the faulty one, but no change. I have also removed the thermostatic valve and the pin is in the up position, it is not stuck. Any ideas what I should do next?

Assuming that you have bled the radiator 
, open up the lockshield valve at the other end more.
