When I originally posted, I had just seen a headline in the Times which mentioned stun grenades being dropped from drones.

I think that is why Greece has given the flotilla warship protection.

there does not appear to be any warship anywhere near the flotilla (2 boats).

I missed this reply.

I meant they are currently dropping stun grenades on the flotilla. They can blind or deafen someone permanently. I was asking if that can be legal against civilian boats. Especially in international waters.

You are back to UNCLOS mainly:
Rights of the state to prevent passage that is not innocent. Is the passage innocent?

1) Some are argued to have links to Hamas
2) Their stated goal is to enter the exclusion zone

The coastal state has the right to create exclusion zones and Israel have issued a valid NTM, its on all the charts. They are perhaps legitimate targets?

The Global Sumud Flotilla is using about 50 civilian boats to try to break Israel's naval blockade of Gaza. Many lawyers, parliamentarians and activists, including Swedish climate campaigner Greta Thunberg, are on board.

Doesn't seem to be true, based on AIS data.

EDIT: The warship in the videos online is MMSI 247364400. its nowhere near.
