Pictures of front of building after rainfall showing irregular darkening of brickwork at high level. This is below a concealed gulley and hopper recently "repaired" using mastic asphalt

Is it evidence of the gulley lining being ineffective and the right side hopper being blocked? The person in the right hand flat , second one down from the top has complained of leaks in the bay window area. I assume that is from the hopper. When I took the photos yesterday I saw the long damp patch extending all the way from the right hand hopper across the building below the top of the parapet wall behind which is a gulley and am worried the gulley is leaking.

I am concerned about what appear to be the use of non contract specified materials, poor workmanship and careless supervision on a different part of the roof at the back where scaffolding is still up. I didn't get to see what they did up close here at the front of the building and they have taken the scaffolding down. So anyone's views about whether the damp patches mean there is a problem would very welcome
