Chances are it could be a bad bulb, is it a 2 pin or a 4 pin (or a 2pin bulb in a 4pin fitting)? As the 2 pins have the starter built in, but the 4 pins have a starter in the fitting which could have blown. Ruling out any wiring faults etc. I will disclaim that I have only handled 2D fittings a...

Have you checked on your consumer unit / fusebox to see if anything tripped when the bulb blew? Is the fitting in good condition, no residue or corrosion?
