Had similar problem but traced to one rad in particular. tcv was on return end of rad, but was bi flow. swopped to flow end and fault cleared.

I also have this problem, was advised to change air pressure switch but this didnt fix the fault. Still have a problem where the boiler fails to light first thing in the morning from the time clock, yet cycle the mains and the damn thing bursts into life, which means a walk in the early morning...
