Thanks. The problem appears to be leakage from under that reducer, as it’s the mains coming in from underground and it’s bent to the left slightly. As the water meter stop cock to the house comes AFTER this (above) need to locate the water company stop cock in street when repairs are done...

Not sure it’s that, it could be coming from above yes especially as the wall is a bit damp. Maybe where water meter comes into the house?
