Just to clarify. Tap works fine without the green piece of hose… does that mean it’s the green hose that needs replacing?

Hi, I have moved into a new home and replace the hose and all connections but the outdoor tap is still leaking lots- it’s coming out of the top as though it can’t cope with the pressure. The green pipe is going to a reel Can anyone advise what might be the problem?
