hot water is getting up the pipe just before the tank, but not going into tank

Hi John and thanks for reply, If i take out the blue wire i circled the boiler wont light up, I have attached some pics if you wouldn't mind having a look If I switch the HW switch to off nothing happens' if i switch the CH off and leave the HW switch to on the boiler stops.
