    The sewer can be shallower than 600mm if protected properly. Have a look at, "Protection for pipes laid at shallow depths", page 19 www.planningportal.gov.uk/uploads/br/BR_PDF_ADH_2002.pdf You need a slope of 1:40, or 1m run = 25mm fall, so a run of 15m = 375mm fall
