If you feel confident then put your multimeter on 600vac and check for around 230v across live & earth, 230v across live & neutral, 0v across live & earth. If this checks out, and if you've replaced the onboad fuses (indeed if the 230v gets past the onboard fuses and past the on/off switch)...

On-board fuses often check out ok whilst therer is no power going through them but fail once power is applied - worth replacing anyway as if you have 230v going into the boiler then this is the 1st thing I'd check. Both 30 & 40 lights flashing. Noticed condensate trap had an inch of milky liquid in it. Reset boiler for a good 30 seconds at which point it came back to life (a 5 or 10 second reset didn't do it). Boiler then just ran and ran, couldn't make it fail. However... 24 hours later same...
