When I put the wallpaper in the water tray, rolled reverse, I can't get it rolled loose enough so that it all get soaked. What am I doing wrong?

I plan to wallpaper my bathroom. I have a good exhaust already in. I am worried about mold. Would I benefit from from applying a mildew resistant primer before I size it?
