Where I used to live, it was "The Constitutional Club". aka The Cons. Fine for hiring the function room for birthday parties when my kids were toddlers (and the Wye VALLEY HPA was very well kept), but the bit you walked through to get to the function room ......... depressing.

Spoons is a cheap as anywhere and I've honestly never seen any trouble in or outside one. I've seen plenty of trouble in more expensive establishments.
