Well I've decided to fit it in the 22mm return. There's not going to be much movement in the pipe when cut, so I plan on using a end feed slip T. Is there such thing as a compression slip T, just in case I can't get the pipe dry.

I've only got rads downstairs at the moment and want to add some upstairs. I have no room to raise the header tank, which means it will be lower than the top rad.
