    thermostatic valve failed?

    Hall radiator is cold for 3 days now,. Bled and water appears immediately, entry pipe is warm. Uses thermostatic valve (white honeywell installed approx 2 yrs 6 months). Has the valve failed? Can it be fixed/replaced without a drain down, system is pressurised and I don't know if I can do this...
