It depends whether you are replying to the thread generally, at the point it has reached when you respond, or replying to a particular point made by an individual.
Does "original ground level" mean the level as it was just before you decided to build the shed, or does it mean original going back to some historic point in time ?
If you asked me that question where we live I might well ask that. There is a post office. but it is a tiny one inside a larger shop, and only provides a limited range of services. I would hate to waste your oh so valuable time sending you on a wild goose chase. :)

You must be able to see something from your own property. You say you used to have access to the alley. If that is now blocked by a new building, take a photograph of your gate or whatever with the building blocking it.
