I did turn that second valve but it was tight. I will make it tighter to get it at 90 degree angle. Noted about the replacement, will need to locate the stop tap before I do that. Thanks all for your help!

So I managed to turn the black leaver and could hear the noise for the pressure. It took a long time but eventually the pressure did go up. However when I turned the black leaver water was coming out from that pipe so assume it may need to be replaced?

On that silver braided hose I looked further down and I could see a black button/or valve on the pipe, I tried to turn it both ways but it was stiff and didn't seem to move and then water started to leak from that pipe so I left it alone.
