I can't be sure whether or not it was removed, although it looks like it was. Even if it wasn't removed properly, should it blister such a long time after painting?

One of our rooms (no outside wall) was repainted (matt finish) a couple of years ago by a professional. The original wallpaper was removed, although I do not know how as I was not there to see it done. Over the past 3-4 months, the paint has started blistering. It is not in one particular spot...
