Finally had the time to sit down and do this properly. I took all the wiring centre apart and tracked all the wires back. I then reinstalled and it now works. Thank you everyone for your support and help.
Having had a new heat link sent over the system still isn't working. The circuit open and closes now as it should be the heat is permanently on? Can anyone suggest what's wrong with the wiring on this system please.

Im not an expert at all but the those two wires crimped together came from the old programer (British Gas, nest looking system, but not nest) and the British Gas labelled Drayton thermostat. They then went together into ten. I took the cable used for the old thermostat and used the brown...

If I remove 3 from the heatlink the heating doesn't come on and I can control the hot water.
The Boiler is picking up a permanent live in 11 from a red wire hidden behind in the photo. Its coming from the vertical junction box from the feed into the wiring centre

1 = Empty
2 = Links with 3 to remove the old thermostat
3 = As above
4 = Goes to the actuator - white wire
5 =Empty
6 = Goes to the actuator - Orange wire
7 = Goes to the actuator - Grey Wire
8 = Hot water off goes to terminal 4 on the Heatlink
9 = Central Heating On goes to...
