On a combi service what would require you to turn off the cold water inlet? What boiler are we discussing OP?

Intergas are supposed to be very fuel efficient on both CH and HW. Where as they say uk combis are only rated on CH? Please tell me if I've misinterpreted this. I've sat through the Intergas sales talk and was very impressed as a breakdown engineer. Their breakdown stats and amount of engineers...
