Pressure is showing 2bar while it’s running

I’ve just discovered that the copper pipe leading outside from the boiler is dripping.. could this be a clue to why I have no circulation on the downstairs rads?

Yes jack all values are open and tvrs are good

Already tried that half do warm don’t go as hot as upstairs and only half warmed up.. maybe 5 of the 12 downstairs

To be honest I’m not sure how I would take that reading on the index. If what you have explained is the case what is the best option to try? Is it a new boiler or can I install a external pump? House is Baltic downstairs

Is the flow temp what is displayed on the boiler? Or the temp of the flow pipe coming out of it?
