If I turn on the immersion heater on the water cylinder it goes even higher! That's mainly why I don't want to turn it on.

It did turn out to be the filter in the end. It didn't look very blocked but after I cleaned it and put it back it made a big difference.

Oh dear. That's quite worrying. All I can say is that immediately after the valve the pipe splits in two: one pipe goes to the boiler and the other feeds cold water to the rest of the flat. When I turn that tap off it definately stops cold water flowing in the kitchen and everywhere else.

I've rechecked the cold water isolation valve.
As a few of you suspected it doesn't look quite fully open. I can't turn it any more by hand though - I'll try to get hold of a pair of these "pump pliers".
Once I get it fully open should I regenerate the air gap again?
