Would this be easily fixed? Someone thought the diverter valve needed changed and another person thought it was the timeclock.

hi i have a problem with our boiler. The radiators have started heating up when the heating is at the off switch and i cant switch the heating off unless i put the power off. Its a vokera 20/80 flowmatic. Any help would be appreciated.
