I have five small radiators with a valve as shown in the attached image. Are these radiators capable of being switched off? In twenty-three years, the radiators have never been touched, and the valve shown is impossible to turn, if it's meant to turn. Help would be appreciated.

I have a Worcester Bosch system boiler and I'm experiencing an issue where occasionally I can put on HW on its own but more often than not I have to have the CH on as well. Thanks. I have got a spare Garden Tap without a check valve. Would it be possible to replace the section of the tap indicated by a red line with the same section from the spare tap.?
