I don't know anything about plumbing- whats a 3 way valve?

All summer had no problem with hot water. Now it's winter we have the HW and CH on a timer and they come on at the same time. Approx 3 hrs a day. Now they're coming on the same time the hot water seems to have died. Can trying to heat the HW and CH at the same time be cauing the boiler...
