he should only be fitting an auto bypass valve not a gate valve, building regs, but thats not the problem it may be he has not connected all the heating returns up before joining to the primary return causing a reverse circulation through the heating. You need to find where the heat is coming...
if it was expansion it would happen only happen when boiler heats from cold and when cooling down after it has shut off, this would happen pretty much all the time
if he deems himself competent he CAN work on his boiler or anyone else's boiler as long as he does not do it as a profesion or get paid, it is morally wrong but thats what the gas regs say. you have to be corgi registered and have relevant ACS if you work on any gas fittings or appliances...
Boxster, dont use yorkshire but they are a b.....d to get couplers, tee's on, try getting one off when you have it only partly on, they need to address this, mind you they will be a thing of the past come april.

possible air lock, you need to disconect washer machine pipes (turn water off first) the connect hot to cold using one of the hoses, then open both wm taps up and run for thirty secs turn off then check tap upstairs, repeat if nesacery.
your 3-port valve is more than likely passing, turn hot water on wait for five then see if ch port off valve is hot, you will need to hold pipe 6-12" from valve as not to confuse condutivity with valve passing, be careful the pipe may be v.hot.
