Entire loft is boarded No worried about losing the space Bit worried there is no gap in insulation on rafters

Loft is floorboarded (with very large nails!) - no insulation undernaeth 2-3 inches of insulation in rafters Would it be OK to just lay insulation on top of exiting boards ?
