It probably was built like that. As I say,I didn't see it. I think they might have used the insulation slabs that have wood on one side. There are no recessed lights. I'll take photos when I'm next over there. There's not a great deal to see mind you!

I didn't see the construction, but I think it was OSB, with a VCL on top, Celotex and then EPDM. As far as the water ingress goes, it's unknown. In the case of the original issue though, there was quite a lot of water under the EPDM so leak seemed more likely to me, but I'm far from an expert.
