Is this OK? It is only on one side of the house. I don't know who to call to help me. Is it a builder or a roofer? I live on a new buildcestate and none of the other houses have it. Could it be blocked guttering causing it?

Can anyone help me at all. My dad recently died and he helped me with everything in my home. I feel so useless now as he died unexpectedly of sepsis. These marks have appeared on my house. The house is 10 years old. The marks are only on one side of the house and there are no damp marks or areas...
