I'm not keen to be pedantic but rather than buck the current, Cardiff is a City not a town and yes, believe it or not, rates are higher in cities than towns. Someone living in a city is likely to be charged more to have some work done than they would if the same work was carried out in a suburb...

On the assumption that you are being quoted for labour only to fit standard softwood or mdf skirting and there are no issues with your walls or floors, then I would suggest any quote should reflect half a day's labour rate at most. Cardiff rates aren't that special.
