    Not really a good idea! Its a safety isolating transformer so you don't get the same earthing! This is more of a hazard then using 230v from the plugs.

    If the flats are separate units then its up to the electric board how they go about suppling each flat. More than likely one flat to each phase, then the other flat onto one of the phases, unless there is an unbalanced load on the transformer that they want to correct.
