How do you suggest this is fixed, screw and cement or remove and reconstruct a new fish bowl?

Bay window was replaced and the dome underneath was stuck to old window and had been damaged / its come off. Can this be screwed back on / cemented or it has to come off and a new one constructed? Many thanks in advance
