Hey - absolute novice at DIY, appreciate any help.. Toilet is constantly trying to till and dripping all the time- then using overflow to discarded outside. Even when I lift the mechanism is still doesnt stop. It is an old toilet. Any advise please?

Hi - started stripping bedroom wall and wall is crumbly releasing old plaster with about 24 inches off in a circle. Is there any asbestos risk with lath and plaster?
