Hi it's actually damaged plasterboard and expanding foam you see from job being done at the start of the build. Plumber and us couldn't feel any water, see any drips from the radiator pipes , wish it was that simple as we then would have the answer. Thanks though for taking time to read the post.

It isn't and when plumber came he said it's not a heating issue that's caused the problem, escape of water somewhere and then proceeded to look baffled. He has suggested cutting sections of floor to see if water can be seen leaking underneath??....

Room above is main bathroom so towel radiator and shower directly above. No water issues from top down to room (that we can see).
