I have a cedar tree that has been devastated by deer this winter. I am wondering whether it will recover if I prune it back or should I just cut it down. :?:

I am some tips on how to install. Do you go over the edge and down to the next stair or do you put edging on each stair. Never done this before, any suggestions would be great. Thank you
