Unsure if worked in the past as only just moved into the property and it was already like that. Make is Honeywell but unsure of model but it is a dial not digital.

Its halfway up the stairs and not next to any heat source or sunlight, I could put a thermometer next to it but just by feeling it's certainly not 25c on the stairs it's more like 19-20.

It's a Honeywell thermostat, I tried setting it to 25c and even 30c for long periods yesterday but still the same, it's only clicking on way off the scale and when the house heats it wont even click at max.
