do i need planning consent to replace rosmary tiles with a larger type tile :?

can i use a wall plate and joist hangers on the gable end of my first floor extension, the other end will go on blocks.

do i use crush and run before i put concrete down for footings. and if i have taken too much soil etc out can i put some back in or does it have to be made up with concrete. ps the footings are for a two storey extention
