Best thing to do is to take a switched FCU as a spur from your socket and wire your external light to that.

Circuit should be RCD side of the CU. Downstairs sockets should be RCD side. Why are you installing a radial circuit and not a ring?

Have you got an RCD at all in the house, i.e. split load or is there a seperate RCD outside of the consumer unit?
