amber+red [lights] flash simultaneously.

The boiler is over 10 years old. Fan is not starting (a+r flash simultaneously). Upon fan check up, there is no power going to it. Checked cables with multimeter (M13 pins 37 & 40) and they appear sound. Could it be a pcb problem or something else? TA!
