Thanks for the reply. Its been like that for years. I somehow feel its a bad design and easy to get blocked? Am I wrong or are these type of designs common? I shall attempt to remove as you said and check is something actually blocks it.

Ah, toilet seat".. You wrote "toilet set" so I obviously thought you meant a new "toilet set".(toilet, flush etc) My issue is just blockage. I appreciate the point on flush, towel rad etc) . But I am only trying to figure out if this design is something to be fixed or needs replacing.
