Only way is by removing tiles and fixing permanently; as you have already found, they blow off/ fall out otherwise Good luck

Am I right in saying that if I have patches of flaking lacquer, I have to strip everything off the panel as its all probably badly bonded? Or can I just patch repair? Thanks in advance for any advice you can offer.

I have changed the headlight bulbs both sides on my 54 plate Megane, and did not have to take the bumper off at all- just a bit of squirming and you could do with an extra joint in your arm. Persever, it can be done! I have also done a front indicator bulb and that really is near nuff...
