I wouldn't bother. That joist is more than up to the job, even with the notch and holes. Who put the noggins in to support the plasterboard joins? Where they there before or did you put them in? If they were there before, then that might explain the crack if there was a plasterboard joint...

It won't be that sensitive to the exact length of hose. I'd trim it to a length similar to the original but slightly longer. With a longer length of hose, the amount of 'suck' as you call it won't change, but it will take slightly longer to create a vacuum in a longer length of hose as it has it...

If you steam off the paper, there is a good chance that the skim will blow off and that paper has been put up to hide cracks anyway. I'd be inclined to overboard what's there and then get it skimmed. If the coving and the ceiling rose aren't original to the house, you're not really losing...
