Previous paint was yellowish but do not know if it was oil based paint

I sanded it down several times to remove flakes or cracks of paint but when I painted, I can see tiny holes. How could I fix it? I thought to apply a bit of white caulk to seal it. If put a wood filler, I need to sand it again and repaint it.
