    If the shower circuit is on the RCD side of your consumer unit a 13A FCU is fine, if not use an RCD FCU.

    Also, with your multimeter set to resistance, measure between the two lugs on your bulb, it should have a low reading. I know it is new but its not unknown for new bulbs to be faulty. Are you using CFL (energy saving) bulbs?

    Its hard to tell from the pics but are you sure it is a fuse that has blown. Most fuses have there breaking capacity written or engraved on them
