Also, from the picture it looks like the alarm is already set. There should be a green light underneath the unlocked padlock symbol, next to the red light, which comes on when the system is unset.
It goes out when the system is set.
The red light indicates that the alarm is receiving mains power. It should always be on. Unless there is a power cut.
What have you done to try and set the alarm?

Hi John,
If you would like to link out the tamper for the bell box you'll need to look for the bell box connections near the right hand side of the panel. Look for the terminals marked SCB T A.
A is the negative hold off for the bell box. T is the tamper return feed from the bell box.

That is odd.
Seems like the engineer code has been changed.
Try defaulting panel to factory settings:
1. Power down panel.
2. Remove wiring from SET output and PA input.
3. Fit shorting wire between SET and left-hand PA terminal.
4. Power up.
5. Wait for alarm to start.
6. Power down...

Wire blue and white into the TAMP terminals (doesn't matter which way round).
Wire green and yellow into Zone 1 (doesn't matter which way around)
Wire red to +13v and black to 0v.
You can either link out the other zones or disable them via the engineering mode.
