I notice you have slate around the one that's not growing well, is there a weed membrane underneath the slate?. Might be blocking nutrients/water getting to the roots.
Featherboard fencing needs at least a one inch overlap on the boards, there is a good chance it will look worse when the boards really dry out in the summer.

I boxed in my quite invasive bamboo with buried concrete gravel boards, i get the odd few creeping shoots go over the top or under the boards but these are easily managable. The canes sprouted up through my patio and lawn before i controlled it.
It must be a good year for Sycamore seeds, i got the things sprouting up everywhere.....in the lawn, beds, pond, gutters and inbetween the block paving. As said before, just mow the lawn or pull them out if theres not too many.
