Mine are, as you suspected 15mm.
As for pulling the plastic cap off and turning the spindle with a spanner, I've done that and unfortunately it's the spindle that goes around indefinitely.
One point I forgot to clarify. I have a number of valves in the system which just turn and turn indefinitely.
What does this mean, are they broken and if so, are they likely to be broken shut or open?
Also when I'm looking to buy new valves at Screwfix I see 15mm x 0.5" or 10mm x 0.5"...
It sounds like you guys are all in agreement.
New valves and a new radiator.
Is a full drain down and subsequent refill straight forward?

I've checked the exansion tank, and that's full of water so I'm assuming the pressure is ok.
The water is leaking from corrosion from the problem radiator itself. Trying to shut this radiator down to deal with the problem got me into this position...
