Hello. Had new plaster 5 months ago, and it just has new plaster paint on it. This internal wall seems to have paint peeling, and shiney fluffiness to it. Any ideas? Thanks in advance!

Hello. I have a Worcester Bosch Junior 24i boiler. It's been hassle since the day I moved in to this property. Before I call the plumber, can someone please identify the plastic tube part pictured? Water is leaking from it, not lots, but enough to cause a puddle. Thanks in advance.
