    Fixed. Luckily I got hold of a plumber who after failing to get the mixer tap trick to work had the same idea with the wet/dry vacuum. Clearly a trick of the trade. Thanks to Andy for replying.

    I did this this morning but maybe for about 20 seconds with both taps open - some water spluttered out of the bath tap in the upstairs toilet but none from the upstairs basin.     Thanks everyone for your input. My problem is now fixed :D After taking the pump off again and checking the isolating valves, it turns out the bottom valve was sticking halfway and required a little more force than I thought to open fully. With water flowing into the boiler it's happy again...
