Unfortunately I'm no expert on these boilers but the APS and fan should be relatively straight forward to test. The APS will just look to have a circuit through it when the fan runs. You could test its operation by blowing/sucking down the tubes to it. Not sure on voltages to the fan on those...

F25 is a temperature differential fault. It's telling you that the flow and return difference is excessive. If you gain access into the diagnostic menu (instructions tell you how) and look at D40 and D41. You will see that the difference between the two is 30 degrees or more. Lack of circulation...

It sounds to me like you may have a slight restriction within the system itself. It wont be the boiler thats the issue on the basis that some of the rads work, it could possibly be the pump on its way out but its less likely if there is some warmth in the rads. Whats the quality of water like...
