Also, I should mention that turning the thermostat down makes no difference.
Picking up on comment about pump not fast enough, what might be problem here ? the pump does appear to be working and system has worked satisfactorily in the past, any other thoughts ?
The lever on the MV will move back and forth without any resistance (unlike the other one)

Problem is that the downstairs rads are not getting hot enough they get warm at best and can't get the temp at thermosat location in hall above 15 oC.
Return pipework from ground floor is normally very cool. Done some basic things and checks, Pump appears to be working, done some cleaning out...
